Subrata Pramanick (6 June 1941 – 19 October 2021) was an Indian aviation technician and corporate training manager known for his disability rights activism.

Early life and education

Pramanick was educated at Ashutosh College, Kolkata, and completed a diploma in aircraft maintenance from SCM Air Technical Training Institute around 1958. He was the son of Diptendu Pramanick, founder secretary of the Eastern India Motion Pictures Association (EIMPA), and grandson of Sudhamoy Pramanick, an independence activist and advocate.

Career

Pramanick briefly worked with Air India before joining Metal Box India Limited, where he rose to the position of Training Manager. He attended several national training programs during his tenure there.

Disability rights activism

Subrata's most significant contribution to Indian law came during his association with VOSAP, when he turned his attention to the "poverty of access" in public transport. ​Challenging the "Wheelchair Tax" (an additional fee for wheelchairs that the airlines were charging as "extra service"), he filed a complaint (Case #3197/2006) against Deccan Aviation Limited under laws of Disability in India. He argued that charging a disabled person for a wheelchair was essentially a tax on their disability. His activism led to the Civil Aviation Requirements (CAR) being updated in India. Today, the fact that no airline in India can charge you for wheelchair assistance is a direct result of the legal groundwork laid by Pramanick and his contemporaries (like Javed Abidi).[1]

Personal life and death

Subrata was active socially and worked with an NGO DRCSC, a resource for sustainable agriculture and alternative livelihood, in early 90's. He passed away on 19 October 2021 in Kolkata. He is survived by his son Sougata Pramanick and wife Gouri.
