Answer: Toby was featured in his capacity as the keyboard player for The Stranglers. He was interviewed about how he joined the band and his own musical background from early gigs to getting signed with Rialto to joining The Stranglers. He was on the show to repair an original keyboard used by the band to record many of their hits, he performed two songs on the restored keyboard. It meets WP:MUSICBIO#12 perfectly, he is literally a musician who was the featured subject of a substantial segment across a national TV network (the repair shop draws 6M viewers).

He also "a reasonably prominent member of two or more independently notable ensembles" as per WP:MUSICBIO#6 (i.e. he is currently in The Stranglers and he has previously performed and recorded with Rialto, and toured with Mungo Jerry and Katrina and the Waves.
