Vasily Yuryevich Brovko (born 6 February 1987) is a Russian business executive and media manager. He serves as Director for Special Assignments at Rostec, a Russian state defense corporation.[1] He is the founder of the strategic communications agency Apostol.[2]

Since 2022, Brovko has been subject to international sanctions imposed by the United States, Canada, Ukraine, the United Kingdom, and the European Union in connection with Russia's invasion of Ukraine.

Biography

Early life and education

Brovko was born on 6 February 1987 in Zhukovsky, Moscow Oblast. In 2003, he graduated from Lyceum No. 14 with a specialization in mathematics. In 2009, he graduated from the Department of Political Science at the Faculty of Philosophy of Lomonosov Moscow State University.[3]

Media career (2005–2013)

While still a university student, Brovko founded the online youth magazine Sreda.org, which featured contributions from politicians and journalists including Nikita Belykh and Valery Fadeyev.[4]

In 2006, he became a producer at the television channel O2TV, where he produced more than 15 programmes.[5]

In 2007, at the invitation of deputy director-general of VGTRK Sergei Arkhipov, he became director of prime-time broadcasting at Radio Mayak.

In January 2008, Brovko founded the public relations and strategic communications agency Apostol, serving as its CEO.[6] The agency specialised in Russian and international PR, television production, branding, and analytics

Also in late 2008, he launched the internet channel Post TV, which featured programmes with writers Zakhar Prilepin and Dmitry Glukhovsky, among others.

From April to December 2009, Brovko served as CEO of the niche social network Face.ru, aimed at the fashion industry.

From October 2009 to January 2012, Apostol produced the television programme Infomania for STS. In 2010, the programme received a special TEFI award for experimentation in convergence of television and the internet.[7]

In 2011, in partnership with Tina Kandelaki, Brovko co-founded the investment company AM-Invest, focused on internet start-ups and educational software development.

In 2012–2013, Apostol led the PR and rebranding campaign for Rostec, including a major brand overhaul completed in December 2012.[8]

Career at Rostec (2013–present)

In December 2013, Brovko left Apostol and joined Rostec, initially heading its communications department, then serving as Director of Communications, Analytics and Strategic Research.[9]

In 2015, he was appointed Director of Communications, IT and Strategic Research, overseeing the launch of a unified information and analytics system and contributing to the development of Rostec's Strategy 2025.[10]

In 2016, he was appointed to the specially created position of Director for Special Assignments, responsible for implementing special projects across various industries.[11] That same year, he co-founded the CIPR annual technology conference.

From 2017, Brovko oversaw Rostec's activities related to Russia's national Digital Economy programme. He also served as co-chair of the Architectural Council on 5G, established under an agreement between the Russian government, Rostec, and Rostelecom.[12]

He has served as chairman of the board of directors of NCI (National Center of Informatization) and the Oktava factory, and formerly chaired the board of facial recognition company NtechLab.[13]

Criticism

In December 2022, investigative outlet Proekt reported that Rostec had moved to suppress anonymous Telegram channels critical of the corporation and its leadership. According to the investigation, at least 13 administrators of anonymous Telegram channels — who had published accusations of corruption against Brovko — were arrested. The investigation alleged that Brovko had persuaded Rostec head Sergei Chemezov to take control of the Telegram channel market, after which security services became involved.[14]

In March 2023, a joint investigation by Meduza and The Bell reported that Brovko was responsible for efforts to censor anonymous Telegram channels at Rostec, using former security service employees to suppress negative coverage of the company and its director Sergei Chemezov.[15][16]

In 2022, Brovko appeared as a victim in criminal extortion cases involving administrators of several Telegram channels.

Sanctions

On 28 June 2022, Brovko was added to the United States sanctions list targeting individuals associated with Russia's military-industrial complex and Rostec's board of directors. His wife Tina Kandelaki and her children were also sanctioned at the same time.[17][18]

On 9 August 2022, he was added to Canada's sanctions list as a close associate of the Russian regime.[19]

On 19 October 2022, he was added to Ukraine's sanctions list as a senior executive in Russia's defense industry.

On 24 February 2023, he was sanctioned by the United Kingdom.[20]

On 24 February 2025, he was included in the European Union's 16th package of sanctions against Russia.[21]
