The Economic, Social and Environmental Council (CESE) is a Moroccan constitutional consultative institution established in 2011 by royal decree (dahir). It is responsible for providing studies, opinions and recommendations to the Government of Morocco and the two chambers of the Parliament of Morocco.
In February 2011, the Economic and Social Council (CES) was established by royal decree. Following its creation, King Mohammed VI appointed Chakib Benmoussa as president and Driss Guerraoui as secretary-general.[1]
In July 2011, the adoption of the 2011 Constitution of Morocco expanded the council's mandate to include environmental and sustainable development issues (Title XI of the Constitution). The CES was subsequently renamed the CESE.[2]
In August 2013, Nizar Baraka was appointed president of the CESE.
In 2018, Ahmed Réda Chami was appointed president and Younes Benakki secretary-general.[3]
On 24 March 2025, Abdelkader Aamara was appointed president of the CESE, succeeding Ahmed Réda Chami.[4]
Missions and responsibilities
The CESE performs a consultative role on economic, social and environmental matters.
In this capacity, it produces opinions, studies and recommendations, either at the request of the government, the House of Representatives or the House of Councillors,[5] or on its own initiative (self-referral).[6]
Referral
The CESE may be consulted on:[7]
- draft framework laws;
- development strategies and public policies;
- draft laws of an economic, social or environmental nature.
The council has a period of two months to issue its opinion, reduced to twenty days in urgent cases.
Self-referral
The CESE may also, on its own initiative, formulate proposals and conduct studies within its areas of competence, after informing the government and both chambers of Parliament.[8]
Organisation
The composition, organisation and functioning of the CESE are defined by Organic Law No. 128-12.
The council is composed of 105 members representing professional organisations, trade unions and civil society.[9]
