Emmanuel Pierre René Moulin (born 22 October 1968) is a French civil servant who has been serving as secretary general of the presidency under Emmanuel Macron since 2025.[1] From January to September 2024, he served as chief of staff to prime minister Gabriel Attal.[2] From 2020 to 2024, he served as director general of the treasury.[3] From 2017 to 2020, he served as chief of staff to minister of finance Bruno Le Maire.[4]
