A member of the Liberal Party, he served as a deputy for the Fourth Departamental Grouping (La Serena, Coquimbo, Elqui, Ovalle, Combarbalá and Illapel) during the 1930–1934 legislative period.[1]
Echavarría was born in Petorca at the estate El Sobrante on 13 July 1887, the son of Vicente Echavarría Echavarría and Margarita Barriga. He married Ester Maturana Concha, and the couple had four children.[1]
He studied at the Colegio de los Sagrados Corazones and later at the Law School of the University of Chile.[1] Echavarría worked as an agriculturist and was the owner of the estate Chillepín in Salamanca.[1]
