Jalina Porter is an American political advisor who was the Principal Deputy Spokeswoman for the United States Department of State from January 2021 to June 2022 under President Joe Biden.[1] Porter made State Department history as the first African American woman to hold the position.

Porter was born in Baton Rouge, Louisiana[2] to executive and former NFL wide receiver Tracy Porter and Terri Bishop Porter. She attended Carondelet High School where she was a four-year member of the Varsity Track and Field team, Varsity Song, peer counselor, and recipient of the Presidential Service Award. Porter was also active in Jack and Jill of America, Inc. during her adolescence.

Porter received a bachelor's degree in marketing from Howard University and a master's degree in Global Strategic Communications from Georgetown University.[1] While at Howard, Porter became a member of Delta Sigma Theta sorority and frequently engaged in service projects, including rebuilding homes in the ninth ward of New Orleans, Louisiana after Hurricane Katrina.
