Jelsnes From Wikipedia, the free encyclopedia Village in Sarpsborg Municipality, Norway Jelsnes is a village in Sarpsborg municipality, Norway. Its population is 308.[1] Jelsnes is located in the north of Tunøya, and belonged to Tune municipality before 1992.
