John Harold Fanning (September 19, 1916 — July 21, 1990) was an American lawyer and member of the National Labor Relations Board for a record 25 years (from 1957 to 1982).[2] He was the Board's Chair from 1977 to 1981.[3]

John Harold Fanning was born in Putnam, Connecticut, and graduated from Norwich Free Academy.[2] During his summer vacations, he worked in a textile mill.[2] He earned a bachelor's degree from Providence College in 1938,[1][2] and a law degree from the Columbus School of Law at Catholic University of America in 1941.[1][2]
