Karl Allen Rhoads[2] (born January 24, 1963) is an American politician, lawyer and a Democratic member of the Hawaii Senate since 2016 representing District 13. Rhoads previously served consecutively from 2012 to 2016 representing District 29 in the Hawaii House of Representatives and from November 2006 to 2012 in the District 28 seat.

Rhoads earned his BA in chemistry and history at Andrews University, his MA at the University of London, and his JD from George Washington University. Rhoads was a summer clerk for Corinne Watanabe on the Intermediate Court of Appeals in 1985.[3]
