Cielo Krisel Burce Lagman (born November 9, 1968) is a Filipino politician who has been the representative for Albay's first district since 2025, a seat she previously held from 1998 to 2004. A member of the Liberal Party, she had previously served as the mayor of Tabaco, Albay, from 2007 to 2013 and again from 2016 to 2025.

Cielo Krisel Burce Lagman was born in Quezon City, Philippines, on November 9, 1968.[3] She is the eldest child of former Albay first district representative Edcel Lagman and Maria Cielo Burce. She studied at the University of the Philippines (UP) Diliman where she obtained a bachelor's degree in zoology. She also studied in the United States graduating with a bachelor's degree in nursing and public health from Neumann College in Aston, Pennsylvania. In 2015, Krisel obtained a master's degree in public administration at the UP National College of Public Administration and Governance with a summa cum laude grade point average.[4]
