Novelle E. Francis Jr. is a United States Virgin Islands politician, and current senator of the Legislature of the Virgin Islands. Francis served as President of the Legislature twice, from 2019 to 2021 and again from 2023 to 2025. He also served as Vice President of the Legislature of the Virgin Islands from 2021 to 2023. Prior to becoming a Senator, Francis was the Police Commissioner of the United States Virgin Islands Police Department.[1]
