Samuel David Samson is an American diplomat, serving as Senior Policy Advisor for the Bureau for Democracy, Human Rights, and Labor (DRL) at the United States State Department.[1] Samson has led the United States' values and human rights-based engagements with Europe in the Second Trump Administration. He is the principle architect of the administration's reframing of transatlantic relations around the concept of "civilizational allies:" a vision of US-European partnership as grounded not only in transactional politics but in a common heritage and anthropology that champions natural law, virtue ethics, and national sovereignty.[2]
During his tenure, he also oversaw implementation efforts within DRL to reform foreign assistance funding and streamline Bureau functions.[3] He has also served as a leading advocate for the re-orientation of human rights discourse away from a positivist framework to a renewed emphasis on natural rights as articulated in America's founding documents.[4]
