Shen Liang

Shen Liang (Chinese: 沈亮; born November 1962) is a Chinese judge who served as a vice president of the Supreme People's Court from August 2021 to August 2026. He also served as a member of the court's adjudication committee, presiding justice of the Fifth Circuit Court of the Supreme People's Court, and a justice of the second rank. He was a member of the Chinese Communist Party and a member of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC).[1]

Biography
Shen Liang was born in Shanghai in November 1962. He studied law at Xiamen University from September 1980 to July 1984 and graduated from its law department. He joined the Supreme People's Court in August 1984, initially serving as a cadre. From September 1985, he worked as a clerk in the court's Second Criminal Division. He subsequently progressed through a series of judicial positions in the division, becoming an assistant judge in July 1991 and a judge in October 1996.[2]
From July 1998 to July 2001, Shen was assigned to the Tibet Autonomous Region, where he served as a member of the Party Leadership Group and vice president of the Tibet Autonomous Region High People's Court, as well as a member of its adjudication committee. During this period, he continued his judicial career at the Supreme People's Court and served as a judge in its First Criminal Division. From March 2002 to December 2004, he studied for a Master of Laws degree at the School of Law of Renmin University of China while working.
In August 2005, Shen became deputy presiding justice of the Fourth Criminal Division of the Supreme People's Court. He was promoted to the rank of a bureau-level official in April 2011. In February 2016, he became presiding justice of the First Criminal Division, and in June 2017 he was appointed a first-rank senior judge.[3] In August 2019, he became a member of the adjudication committee of the Supreme People's Court while continuing to serve as presiding justice of the First Criminal Division.[4]
In December 2020, Shen was appointed a full-time adjudication committee member of vice-ministerial rank at the Supreme People's Court and was designated a justice of the second rank. He ceased serving as presiding justice of the First Criminal Division in February 2021.[5] In August 2021, he became a vice president and member of the Party Leadership Group of the Supreme People's Court, as well as a member of its adjudication committee. At the same time, he became secretary of the leading Party members' sub-group and presiding justice of the court's Fifth Circuit Court. He held these positions until August 2026.[6]
On August 28, 2026, the Standing Committee of the 14th National People's Congress removed Shen Liang from his positions as vice president and member of the adjudication committee of the Supreme People's Court, as well as presiding justice of the Fifth Circuit Court and judge of the Supreme People's Court. Shen is a member of the 14th National Committee of the CPPCC and a member of its Social and Legal Affairs Committee. He also serves as vice president of the China Judges Association.[7]
