Article is new enough and long enough. Hook fact for ALT0 is cited, looks good. ALT1... I don't know if I'm misunderstanding it, but "despite" doesn't seem to work. One living in public housing has no bearing on one's ability to win the lottery, and if anything there's probably a good portion of players living in public housing. Copyvio tool shows no issues.
