As nobody responded to the question asking when this was relisted and there has been no further discussion I'm closing it with consensus for lowercase but no consensus on whether it should be singular or plural. Active ClubsActive clubs – Per WP:NCCAPS: "Do not capitalize the second or subsequent words in an article title, unless the title is a proper name." The idea of "active clubs" has become sufficiently generic to not be a proper name, even though many active clubs call themselves "[NAME] Active Club" or a variation thereof. My apologies - I completely missed the previous RM. Because of the fact that the article text used Active Clubs (until your recent edit), I thought I was just making the title consistent with the text.
