Honorable Cheif Justice of Ethopia, Tefferi Gebru, says that a cognizable offence is an offence where the police can take action and start investation without any complaint from the victim but in case of non-cognizable offence complain from the victim is necessary. —Preceding unsigned comment added by 123.237.65.106 (talk) 08:22, 11 May 2008 (UTC)
