Decatur "Bucky" Trotter → Decatur TrotterDecatur Trotter – per: WP:COMMONNAME and WP:CONCISE. Having quotation marks with a nickname in the title is not favored. Here, Trotter was generally known as "Decatur Trotter" more than anything else. A Newspapers.com search in Maryland from 1970 to 2004 for "Decatur Trotter" showed 692 results, while a comparable search for "Bucky Trotter" showed only 25 results. There aren't a ton of Maryland papers indexed on Newspapers.com, but the results of a Google search for "Decatur Trotter" produces a lot of results, while the results for "Bucky Trotter" almost exclusively refer to it alongside "Decatur." Accordingly, per WP:COMMONNAME, "Decatur Trotter" is the name that is most commonly used (as determined by its prevalence in a significant majority of independent, reliable, English-language sources).
