Convert to DAB page

Hi. I propose to:
- convert this article/title to a disambiguation page (to include/list/link other subjects known as the "IRA memorial"), and
- move/merge some of the existing content to the Athlone article ("places of interest" section). And redirect IRA Memorial, Athlone to that content.
I propose this because:
- WP:PRIMARYTOPIC - This individual IRA memorial is not the only one. And is certainly not the primary meaning or principle example of the many dozens of IRA memorials in Ireland.
- WP:NBUILD - This individual example does not appear to be independently notable to the extent that it meets the applicable criteria for a standalone article. And is best covered in a line or two WP:WITHIN the Athlone article - with a redirect from IRA Memorial, Athlone. (See also Wikipedia:Articles for deletion/IRA Memorial, Killarney).
- WP:G5 - The article's creator was blocked at the time of its creation and used multiple accounts to evade that block and create this title. In a way that could make it eligible for outright deletion.

OK. As I didn't hear any other thoughts, I have gone ahead with the proposal and:
- Merged the content from this "IRA Memorial" title to Athlone#Public_art
- Updated the redirect from the "IRA Memorial, Athlone" title to target that content (at Athlone#Public_art)
- Changed the scope for this "IRA Memorial" title to be a disambiguation page (as the Athlone memorial is not the only such memorial and certainly not the WP:PRIMARYTOPIC for the term).
