Whaling tax deduction

Needed Citation
The sentence “According to multiple polls, a majority of Americans oppose the law .” Should have the same citation attached as the sentence further down citing it .
Updated CBO Impact
I was checking the estimated impact of the Bill, and the CBO has estimated 3.4 trillion. The article currently states $2.8 trillion. Can we make this less subjective?
