• Comment: for whatever reason, articles on municipalities in e.g. Vestfold and Buskerud do not have a qualifier, while those in e.g. Innlandet and Møre og Romsdal are in the format "X Municipality".
  No opinion, but oppose merge with Stokke (village), as the municipality contained villages other than Stokke itself, and both appear to be notable enough. Of course, it's sometimes possible that either a former municipality or its administrative center is non-notable, but even if the two are described in a single article, they should not be conflated (i.e. "X is a village and a former municipality") because a municipality is not its administrative center (personally I'd write "X is a village...
