It is a development of the Cape Dory 22, using the same hull mold, but a new deck and rig.[2][4] Designed by Carl Alberg, the fiberglass hull a spooned, raked stem; a raised counter, angled transom; a keel-mounted rudder controlled by a tiller and a fixed long keel.[2][4] It has a hull speed of 5.4 kn (10.0 km/h).[4]

The design has sleeping accommodation for four people, with a double "V"-berth in the bow cabin, and two straight settees in the main cabin. There is an ice box underneath the companionway ladder. The head is located under the bow cabin berth. Cabin headroom is 56 in (140 cm).[2][4]

It has a fractional sloop rig.
