Thomas Edward D. Roales is a Filipino transportation professional, government officer, and civic advocate known for his work in traffic safety, public transport regulation, and enforcement coordination in the Philippines. He is currently a Transportation Regulation Officer II under the Land Transportation Office (LTO), assigned to the Traffic Safety Division of the Law Enforcement Service at the agency’s Central Office, under the Office of the Assistant Secretary.

Roales began holding supervisory and leadership roles within the LTO during his service in Region XI (Davao Region). From 2019 to 2021, he served as Team Leader of the Cycle Team under the Regional Law Enforcement Section (RLES) of LTO Region XI, where he was involved in mobile enforcement operations, road safety initiatives, and coordination with local transport stakeholders. He was subsequently designated as Head of the Regional Law Enforcement Section (RLES) from 2021 to 2023, overseeing enforcement personnel, operational planning, and regional implementation of national traffic policies.

Following his tenure as RLES Head, Roales was assigned as Officer-in-Charge (OIC) of the LTO Region XI On-Wheels Unit, a mobile public service platform providing frontline LTO services. He later handled responsibilities within the Administrative Division of LTO Region XI, gaining experience in internal management, personnel coordination, and operational support functions. These assignments marked a transition from purely enforcement-oriented roles to broader administrative and service-delivery responsibilities.

In June 2025, Roales was transferred to the LTO Central Office, where he currently serves under the Office of the Assistant Secretary for Law Enforcement, specifically within the Traffic Safety Division. In this role, he is involved in national-level traffic safety programs, enforcement policy support, and inter-agency coordination, contributing to initiatives aimed at reducing road crashes, improving enforcement standards, and strengthening compliance with traffic and vehicle safety regulations.


Public Advocacy and Policy Work

Alongside his government service, Roales has been actively involved in road safety advocacy, public education, and stakeholder engagement, particularly within transport and motorcycle-riding communities. He has participated in and delivered speaking engagements for motorcycle riders and transport groups, emphasizing responsible riding, traffic discipline, and compliance with road safety laws. Notably, he was involved in advocacy-oriented activities connected with the Distinguished Gentleman's Ride from 2019 to 2022, where he engaged with riders on issues of road safety, enforcement awareness, and shared responsibility between regulators and road users.

At the regional level, Roales helped lead and implement outreach and public service programs of LTO Region XI, particularly in far-flung and underserved areas. These initiatives included mobile enforcement education, licensing and registration assistance, and community briefings conducted in locations such as Paquibato District (Davao City), Davao de Oro, Davao Oriental, and Davao Occidental. The outreach programs were designed to extend government services beyond urban centers while promoting compliance, roadworthiness, and traffic safety awareness among rural and geographically isolated communities.

His advocacy work also involved inter-agency collaboration and public accountability, as seen in enforcement-related dialogues with local officials, licensing offices, and community leaders. Through coordinated operations and consultative meetings, Roales contributed to discussions on strengthening local ordinances, regulating surplus and second-hand vehicle dealers, addressing illegal and unsafe driving practices, and ensuring due process in enforcement actions.

In addition, Roales has been associated with transport-sector advocacy efforts through his role as policy compliance consultant for the National Public Transport Coalition, where he participates in policy discussions, orientations, and Land Transportation Office advocacy campaigns such as “Stop Road Crash, Stop Road Rage” and “Seatbelt Use Advocacy” as authorized by the LTO Assistant Secretary. His advocacy emphasizes enforcement ethics, transparency, and collaboration between government agencies, civil society organizations, and transport stakeholders.

Across these activities, Roales’ public work reflects a consistent focus on road safety education, inclusive service delivery, and stakeholder participation, positioning his advocacy at the intersection of enforcement practice, community engagement, and transport policy implementation in the Philippines.
