I would advise that you do not create another account while this one is blocked. This could lead to accusations of sockpuppetry and make your situation worse, not better. The usual rule is one editor, one account.

I am not entirely sure and I don't want to give you bad advice. I would advise that you wait for the reviewing administrator to let you know how to make a clean start.
