Wenceslao Rancap Lagumbay (September 28, 1913 – September 3, 1995), was a Filipino politician.
Lagumbay was born in Longos (now Kalayaan), Laguna to Eufemio Lagumbay, a municipal councilor, and Maria Rancap on 28 September 1913. After finishing high school, he moved to Manila where he worked as an advertising poster artist, an accountant and later a theater manager while pursuing degrees in arts and commerce at the Far Eastern University in 1939[1] and law at the Manuel L. Quezon University. He then studied at the George Washington University in Washington, D.C. and took up a master's degree in Comparative Law.[2]
