Quelque part en Allemagne, le gouvernement vient de décréter la prohibition. Golo Schmidt ouvre alors un bar clandestin nommé Club 21. Traqué par le commissaire Bauer, il prend l'identité de Michael Bramleigh, un britannique de la haute société, auquel n'est pas insensible Ilse, la fille du commissaire. Mais Golo est fiancé à Gita, d'où une succession de quiproquos...
