The Regional Investment Centers (CRI, Centres régionaux d’investissement, المراكز الجهوية للاستثمار) are Moroccan public establishments responsible for promoting investment and supporting project holders at the regional level. They constitute a central mechanism in the country's economic development policy and in the simplification of administrative procedures related to investment.
Established in 2002, the CRIs are involved in welcoming investors, processing applications, and facilitating administrative procedures.
The Regional Investment Centers were established in 2002 as part of Morocco's decentralization policy and efforts to promote investment. Their creation aimed to bring administrative services closer to investors and to simplify procedures related to business creation.[1]
A reform was undertaken in 2019 with the adoption of Law No. 47-18, which redefined the missions of the CRIs and strengthened their role in supporting investors and regional development.[2]
Missions
The CRIs are responsible for implementing public policies related to investment at the regional level. Their missions include:[3][4][5]
- welcoming and guiding investors;
- supporting project holders;
- simplifying and facilitating administrative procedures;
- processing investment applications;
- promoting regional economic opportunities.
They also contribute to coordination between the various public stakeholders involved in investment.[6]
Organization
Each of Morocco's twelve regions has a Regional Investment Center. The CRIs are public establishments with legal personality and financial autonomy.
They are headed by a director and organized around structures dedicated to supporting investors and managing investment files.[7]
