Newness requirement satisfied by GA promotion on 4/16. Long enough, neutrally written and well sourced. Hook is interesting without being deceptive IMO -- the capitalization of "1 Billion Dogs" is a sufficient clue to the reader that Som did not literally create a "billion dogs", while still retaining the curiosity factor. Hook is also supported by in-line source. Sticklers may suggest that the word "created" be changed to "wrote" but IM0 it's still accurate, and the "created" choice adds to the intrigue/curiosity factor. No QPQ required.
