The UAE-China Joint Investment Cooperation Fund is a bilateral investment cooperation fund established by the governments of the United Arab Emirates and China to facilitate strategic investment and joint projects between the two countries.
The fund was jointly established by the UAE Ministry of Finance and China Development Bank Capital in 2015, with an initial capitalization of US$10 billion, equally provided by both governments. It operates under a framework to encourage co-investment in strategic sectors aligned with both governments’ development priorities.[1][2]
Prior to the formal establishment of the UAE-China Joint Investment Cooperation Fund, Abu Dhabi investors engaged in China-focused investment initiatives that faced challenges. Notably, a 2017 report by Caixin Global described how fugitive Chinese businessman Guo Wengui raised US$3 billion from Abu Dhabi investors for the ACA Investment Fund, much of which was ultimately lost due to failed investments and mismanagement.[3]
Investments
The fund is designed to support investments in energy, infrastructure, advanced industry, and emerging technology sectors. In 2025, a high-level UAE-China Investment Cooperation Committee was formed to oversee and coordinate investments under the fund and to identify strategic joint projects.[4]
