While your reverts here and here were appropriate for other reasons, your edit summaries imply this article falls within the sanctions of WP:CT/PIA. It does not; not every article about Israel (or about Palestine, for that matter) falls within the scope of 'the Arab-Israeli Conflict'. @The Bushranger: Ruppin was a prominent Zionist and almost the entire article is relevant to PIA. A sentence here or there that can be considered outside the domain is usual and doesn't change that. I personally think what I reverted was within the topic area. It's not 100% clear but it's at least a grey area whether or not it is in the topic area in my opinion, largely per Zero's explanation: A prominent/founding Zionist's racism or racial views seem within the scope of the conflict which heavily involves race and racism.
