His step sister is referred to as an "adoptive half sibling" in this article. The term isn't accurate. They are step siblings. An adoptive half sibling is when you and the sibling are genetically tied by one parent.
So if your mother had a child in a previous relationship, but later remarries. Then she has you with her new spouse. So automatically you and your mother's other child share her dna, and are therefore half siblings. To add the adoptive aspect, the new spouse would need to officially adopt your mom's other child. So then, not only are you half siblings, but then the other child would also be your adoptive sibling. Hence the "adoptive" and "half" both used to describe the sibling.
