The subject must meet notability guidelines (WP:N).

For artists specifically, see WP:ARTIST. The article should also:

• Use a neutral tone (WP:NPOV)
• Be supported by proper citations from reliable sources (WP:RS)

First check whether the topics already do not have articles or are not covered under related pages. If you want to create a new one, start with a draft at Wikipedia:Article wizard/CreateDraft.

A few important things:

• Use reliable, independent sources such as academic publications, medical journals, and major reference works.
• Write in a neutral tone and avoid advocacy or promotional language.
• Support all major claims with citations.

Before creating new pages, I'd recommend spending some time improving existing articles by adding sources, copyediting, and expanding underdeveloped sections.
