This submission's references do not show that the subject qualifies for a Wikipedia article—that is, they do not show significant coverage (not just passing mentions) about the subject in published, reliable, secondary sources that are independent of the subject (see the guidelines on the notability of music-related topics).  The comment the reviewer left was:
I see a lot of sources about works and performances of the person, as well as primary sources announcing various things about the person, but no evidence of WP:SIGCOV of the person. The overciting doesn't really help your case when the majority of sources do not contribute to notability. Please read WP:NMUSIC and WP:NBIO, and if you think this decline was in error, name the WP:THREE sources which you believe contributes the most to notability to faciliate the next reviewer.

Hi Fermiboson,
Thank you for the feedback. I understand that links to ensemble websites are primary sources. What about websites of concert venues? I understand that primary sources are not helpful for establishing notability, but it would be good to know if they can still be used as additional resources, or if they can be seen as clutter.
I had a look at the article you linked “User:RoySmith/Three best sources”, in which the – certainly legitimate – goal of eliminating “crap” from Wikipedia is stated. I hope very much that this article about one of the most reknown Iranian musicians currently working in Europe will be perceived as not falling under that category. I do indeed think that the decline was in error.
Here are three good independent sources talking about Kioomars Musayyebi’s work, all cited in the article:

I have studied the English Wikipedia’s notability guidelines for musicians extensively and already posted a list of points earlier this year, which I am copying in full below in the updated version.
I admit this is really lengthy, so to highlight just one of these points: In 2023, the Nouruz Ensemble, of which Musayyebi is a key member, received the Vierteljahrespreis der Deutschen Schallplattenkritik (Quarterly Critics' Choice, see reference below). In my understanding, this alone would suffice.

Musayyebi appears on several albums, both solo and with ensembles – example:

I am not sure what a “more important indie label” is according to Wikipedia’s standards, but the parent label has released music by artists such as Enrico Rava, Chico Freeman, Roy Hargrove, a. o.

Musayyebi recently performed as a soloist in a concertino for viola and santur – the places quoted below are not strictly opera houses, but instead one is one of the leading classical concert venues in Europe (Concertgebouw Amsterdam), the second is the broadcasting hall of a major German public-broadcasting institution (HR).

He is regarded as one of the major representatives of classical Persian music in Germany. For this statement, I have admittedly not found a single explicit source – it is more something that can be deducted from the sum of information about him in general.

With the Nouruz Ensemble, he received one of the most renowned awards of the German record industry, the Vierteljahrespreis der Deutschen Schallplattenkritik:
