I think it was a result of improper analysis, because as it seems I was blocked not because of my edits on en-wiki. I have 1000 edits in 16 years and just 8 in last 2 years. 42% of all my edits are small edits (less than 20 bytes). I mostly correct mistakes in articles and very rarely create articles. I created maybe 6-7 articles on en-wiki. I even did not participate in discussions last years. The last discussion I was involved was one where my name was mentioned and which led to my block. Also, it seems that my offline wiki activity was misunderstood. Despite the fact that I indicated that I am the contact person of Azerbaijani Wikimedians User Group, I did not take into account that many users are not familiar with Wikimedia movement, and I should have indicated this in more detail. Since me as the user group official organize off-wiki meetings, conferences, wikicamps and so on I know many active users from Azerbaijan and this probably gave rise to some guesses. Request reason:

I'm respectfully requesting a review of my block, as I believe it was based on a misunderstanding of my activities and intentions.

The block appears to be connected to a suspicion that I was creating articles for payment without disclosure (WP:UPE). I want to state it clearly that I have never received any payment, compensation, or other benefit for creating or editing Wikipedia articles. All of my contributions have been entirely voluntary, in line with Wikipedia principles. I'm ready to cooperate and provide any clarification needed to resolve any concern. I noticed that I was blocked for UPE only after my first unblock request was declined. That's why I didn't mention anything about it in the first request. At that time I believed that the block was just because I was involved in editing articles related to Azerbaijan, as this was the main topic of discussion on the talk page which lead to my block. Of course as an experienced user I was aware that paid editing is a serious issue, but no one asked me anything about it for clarification.

I also want to mention that as a non-native English speaker, my phrasing may occasionally be misinterpreted. In above mentioned talk page I used a phrase which was used to justify my block. From my point of view, at that moment I pointed out what looked like a bias against editors from my country. My goal wasn't to attack anyone personally, but to highlight a pattern that felt discouraging to those contributing in good faith. If my comments felt overly sharp or inappropriate, I apologize and am happy to clarify or withdraw them.

Beyond on-wiki editing, I'm actively involved in offline Wikimedia activities and well known within my local Wikimedia community, as well as among Wikimedia activists from other countries. This long-standing involvement reflects my genuine commitment to the Wikimedia movement and its values of neutrality, collaboration, and free knowledge.

Due to my limited activity in other wikis outside Azerbaijani Wikipedia, I overlooked the long-term impact of this block over the past two years.

So I request that my block be reconsidered, as it has been nearly two years since it was imposed. I'm fully open to any decision that would help restore trust and allow me to continue contributing constructively.

Voorts, but where are the accusations and proofs that I was involved in paid editing? What to answer, what to address? There is nothing in that talk page which led to my block, which clearly states it. Even the sysop who blocked me, to justify the block says: "While the evidence of paid editing by Wertuose is less clear ... (my take on his words follows: but I will block him because I didn't like his answers)". So given the lack of clear evidence, on what grounds can a user be blocked for such an extended period? All articles I was involved are about popular topics in my country, I live here, I hear from people, see on social media, that some articles has issues, or some articles needed, or anything else related to Wikipedia in Azerbaijani or other languages needed, why I have to be paid to make those edits? I was editing on Wikipedia almost 16 years at the time of block, now it is 18 years, and all this time I believed that anyone can freely edit Wikipedia, but now I'm confused. And the most confusing thing is no one explains nothing about the reasons of my block. And it seems nobody bothers to check if the block was even justified — they just hit with template responses to unblock requests. I read both the thread that lead to your block and your prior unblock request. Neither myself nor NinjaRobotPirate used templated responses to decline your unblock request. As you acknowledge, you were blocked for UPE in addition to your comments in that thread. You directly quoted the part that said there was evidence, it just happened to be weaker. The evidence exists. It's your burden to explain why it doesn't indicate you were engaged in UPE, not mine to build a case for you. Voorts, I'm 100% sure that the existence of any evidence against me is simply impossible. But I don't rule out the possibility of a misunderstanding or a misinterpretation; however, the way some administrators and users are framing my situation makes me question myself. I can assure you that my block was enacted without a shred of evidence. It appears the administrator assumed I was hiding something merely because I approached the discussion in a non-serious manner. Perhaps if I hadn't written anything in that discussion at all, I wouldn't have been blocked; however, some of the claims were so inaccurate that it was impossible to remain silent. While I have witnessed many similar discussions, I have never seen such radical measures taken. Furthermores, as I have stated repeatedly, having organized offline wiki-activities in my country for over a decade, I can recognize that the claims were nothing more than a collection of irrelevant thoughts. They blended fragments of truth with pure imagination and fantasy. ​The decision-maker must have surely sensed this; as an experienced user, they could see that these complainants have a history of conflict with these same users across dozens of different articles. They also overlooked the fact that the complainants have a history of systematic POV-pushing and long-term disruptive editing in articles related to Azerbaijan. To put it simply, this block is entirely unjustified and baseless and all this time I simply haven't had enough free time to deal with the patience required for an unblock request and discussions it involves. As you can see from my edit history, I was visiting English Wikipedia very rarely even before this block. I thank you, however, for your goodwill and fair intentions.
