According to the Central Conference on Comprehensively Promoting the Rule of Law, Xi Jinping Thought on the Rule of Law is made up of "eleven insistences".[6] These are insisting on:[2]
- Party's leadership in comprehensively promoting the rule of law;
- putting people at the center;
- path of socialist rule of law with Chinese characteristics;
- ruling the country and exercising state power in accordance with the Constitution;
- promoting the modernization of the national governance system and governance capacity on the track of the rule of law;
- building a socialist rule of law system with Chinese characteristics;
- jointly promoting the rule of law, exercising state power in accordance with the law, and administering according to the law, and building a country, a government, and a society ruled by law in an integrated manner;
- comprehensively promoting scientific legislation, strict law enforcement, fair justice, and law-abiding by all people;
- coordinating the promotion of domestic rule of law and foreign rule of law;
- building a high-quality legal work team with both moral integrity and professional competence;
- grasping the "key minority" of leading cadres.
