フィリップ・ブラウン (社会学者)

フィリップ・ブラウン（Phillip Brown、FLSW[1]、1957年4月21日 - ）は、教育、経済、社会変動論を研究するイギリスの社会学者、カーディフ大学の社会科学部 別格研究教授 (Distinguished Research Professor in the School of Social Sciences)。著名な現代社会学者であり、これまでに、17冊の著書（うち5冊はオックスフォード大学出版局が出版し、6冊は他の言語に翻訳されている）と、100件以上の記事、論文を刊行している。2005年以降、ワシントンD.C.の世界銀行や、ジュネーヴの国際労働機関 (ILO)、ブリュッセルの欧州連合 (EU) などを含め、世界中の17か国以上で基調講演をおこなっている。
日本では、特に、子どもの進学など社会達成は、親の富と親の願望の程度によって大きく左右されるとするペアレントクラシー (parentocracy) の概念を提唱したことで知られている[2]。
1957年に生まれ、イギリスのオックスフォードシャー州で育った。オックスフォードシャー州カウリーにあったブリティッシュ・レイランドの自動車工場で徒弟として働き出したのが、最初の職務経験で、その後、大学に進んで社会学を学んだ。ウェールズのスウォンジー大学でPh.D.を取得したが、博士論文は、若年失業率が高い時期における、社会階級、教育、雇用への移行過程を取り上げたもので、後に『Schooling Ordinary Kids』（1987年）として出版された[3]。1985年から1987年にかけて、ケンブリッジ大学犯罪学研究所の博士研究員となり、次いで、1987年から1997年にかけてケント大学で産業社会学の講師となった。ケント大学では、社会学の準教授（リーダー）となったが、1997年にカーディフ大学の社会科学部に移った。1997年以降は、カーディフ大学に留まり、別格研究教授となっている。2011年には、ウェールズ学会 (|Learned Society of Wales）のフェローに選出された[4]。
学術研究業績
ブラウンの現行の研究上の関心は、人的資本理論の再考、教育や技術と仕事の未来 (education, technology and the future of Work)、才能の社会学とグローバルな才能の市場 (sociology of talent and global talent market)、教育や社会階層と社会的移動の見通し (education, social stratification and the prospects for social mobility)、位置の競合と社会的混雑の理論 (the positional competition and social congestion theory)、技能形成とグローバルな分業 (the future of skill formation and the global division of labour) などである。
総じて、ブラウンが取り組んでいるのは、1970年代以降の新自由主義（ネオリベラリズム）の台頭以降における、教育、雇用、労働市場の変容であり、イギリスにおける教育、雇用、社会階層に関する経験的研究とともに、技能やグローバルな分業に関する、中国、フランス、ドイツ、インド、大韓民国、シンガポール、アメリカ合衆国などの比較研究である。客員教授として滞在した機関としては、ブリティッシュコロンビア大、パリ政治学院、トゥルク大学がある。現在も、シンガポールの成人学習/労働技能開発庁研究所 (Institute for Adult Learning/Workforce Development Agency) の技能、効果、生産性研究センター (the Centre for Skills, Performance and Productivity Research)[5]や、中国の鄭州大学の客員教授である。ブラウンは現在、「ウェールズにおける経済と仕事の未来のためのデジタル・イノベーション ('Digital Innovation for the Economy and the Future of Work in Wales')」の見直し作業の中心を担っている。
