The National Agency for the Promotion of Employment and Skills (ANAPEC, French: Agence nationale de promotion de l'emploi et des compétences, Arabic: الوكالة الوطنية لإنعاش التشغيل والكفاءات) is a Moroccan public institution responsible for implementing public policies in the field of employment. It acts as an intermediary between job seekers and employers, and supports professional integration and workforce development.
Established in 2000, ANAPEC contributes to the regulation of the labour market by facilitating access to employment, implementing insertion programmes and supporting training initiatives.
ANAPEC contributes to the implementation of public employment policies.
Its main functions include:[1]
- collecting and disseminating job offers;
- matching job seekers with employers;
- providing guidance and support to job seekers;
- assisting young entrepreneurs;
- advising employers on skills needs;
- implementing training and labour market integration programmes in cooperation with training institutions.
Employment support programmes
Since its creation, ANAPEC has implemented several programmes aimed at promoting employment.
IDMAJ programme
The IDMAJ programme aims to facilitate the professional integration of young graduates through internship-based employment contracts.[2]
It targets higher education graduates, vocational training graduates and secondary school graduates. These contracts, which may last up to 24 months, provide monthly allowances and grant fiscal and social exemptions to employers.[3]
TAHFIZ programme
The TAHFIZ programme is designed to promote job creation by newly established companies and associations through tax and social contribution exemptions.[4]
These incentives apply, within defined limits, for a specified period following recruitment.[5]
Employment support allowance
The employment support allowance is an incentive measure aimed at encouraging recruitment, particularly for longer-term employment contracts.[6]
It consists of a financial contribution paid to employers and may be combined with training support schemes where necessary.[7]
Organisation
The agency is governed by a board of directors and managed by a director general.
In November 2025, Abdellah Chouikh was appointed director general, succeeding Imane Belmaati.[8]
Budget
Under Article 10 of Law No. 51-99, the agency’s budget includes:[9]
- state and local authority subsidies;
- contributions from public and private bodies;
- authorised borrowings;
- revenues from services and publications;
- donations and legacies.
