2006 Franco–Italian–Spanish Middle East Peace Plan → 2006 French–Italian–Spanish Middle East peace plan – I did not find the current title in any of the cited sources. It thus seems to be a descriptive title rather than a common name or proper name. Thus, I see no justification for capitalizing "Peace" and "Plan", since this is not the title of a particular document. Moreover, "Franco" is a combining-form prefix. It would ordinarily be followed by a hyphen, not an en dash. See MOS:DUALNATIONALITIES and its example saying that "Franco–British rivalry" is incorrect. If we want to use a dash, we should use "French" rather than "Franco". Incidentally, the cited sources mostly seem to mention Spain first, but I assume the current ordering is chosen to be alphabetical.
