There are several photographs of the 1911 general strike in Pascual Muñoz's book La Primera Huelga General en el Uruguay (2011). However, Muñoz didn't credit any photographers, nor can I yet find any evidence of publication. Per copyright laws, these can be assumed to enter the public domain in 2031, as it will have been 120 years since their creation.
