York West (electoral district)

Electoral district in Toronto, Ontario, Canada From Wikipedia, the free encyclopedia

York West (known as West York in the 1800s) was an electoral district in the City of Toronto, Ontario, Canada. A historical electoral district first defined in 1798 as the West Riding for the Country of York by legislation, it was most recently represented in the House of Commons of Canada until 2015 and Legislative Assembly of Ontario until 2018. It covered the area around the Jane and Finch neighbourhood in the northwest corner of Toronto in its final form, and had covered geography as far away as Hamilton during its long, non-continuous existence.

This article focuses on the historical presence and significance of the electoral district named York West. Overview

York West was one of the original eight-two electoral districts in Ontario prescribed by the British North America Act, 1867 upon Canadian Confederation.^[1] It was represented both federally and provincially for all but about ten years in Canada's first 150 years. But its history traced further back. In May 1808, election was held for an electoral district named West York to elect a member to the 5th Parliament of Upper Canada. Since then, York West was represented in:

Thanks to its long history and its association with the geographical division which Toronto belonged to, and then surrounded by, and is adjacent to in recent decades, the evolution of York West's geography varied wildly over time and was in many ways shaped by the growth trajectory of the city and the region. It went through a number of distinct phases, both geographically and politically, each phase with different catchment areas and divergent electorates.

Numerous powerful and prominent political figures have represented York West, along with a few infamous characters. Many of its representatives had served in cabinet, from its first member in Province of Canada legislature Joseph Curran Morrison, to its first MP William Pearce Howland, through to Ontario's first health minister Forbes Godfrey, to its final MP and MPP Judy Sgro and Mario Sergio. It even came close to having the sitting MP being the Prime Minister, with MP Robert Winters being the rival on the final ballot with Prime Minister Pierre Trudeau at the 1968 Liberal Party of Canada leadership convention.

York West has been anchored in the area between Humber River and York University since the early 1970s federally, and between 1999 and 2018 provincially. Accordingly, contemporary political discourse generally associated York West with the general vicinity of the Jane and Finch and Downsview neighbourhoods in the northwest corner of the City of Toronto. The electoral district had a much wider footprint however, and some of its past form had no overlap with its final form.

The electoral district’s existence was formally extinguished in 2014, not through the normal redistribution process, but by legislation introduced after the proclamation of Redistribution Order, 2013.^[2] The new name, Humber River--Black Creek, took effect upon the 2015 federal election and consequently in the 2018 provincial and municipal elections.

Elections Results

Election results are group together by the various phases of the electoral district's core formation.

York Township, Etobicoke, Vaughan

York West electoral district was defined in 1853 to "consist of the Townships of Etobicoke, Vaughan, and that portion of the Township of York lying West of Yonge Street"^[5] and was retained by the British North America Act, 1867.^[1] This remained the core formation of West York from 1867 until 1904 federally and 1926 provincially, with many small scale boundary changes occurred mostly outside of regular redistribution cycle (further details in the section above):

addition of the part of Village of Richmond Hill east of Yonge as of 1878 dominion/1875 Ontario election,^[6]^[7] and the removal of the entire village provincially in 1885^[16]
removal of territory as results of more than a dozen annexations undertook by Toronto between 1883 and 1914, except for West Toronto/Toronto Junction, which became Ward 7 of the city and remain in West York both federally and provincially (see Amalgamation of Toronto for a full list)

The York West federal electoral district went through five elections with two formations that was never adopted by the provincial electoral district.

Federal electoral boundaries have been prescribed in representation orders since the enactment of the Electoral Boundaries Readjustment Act in 1964.^[25] In addition to the above legislations, each contains specific boundary description for York West, York West appeared in the following six representation orders.

24. In the representation order declared in force by proclamation of October 1, 2013 under the Electoral Boundaries Readjustment Act, paragraph 121 of the part relating to Ontario is amended by substituting the name “Humber River — Black Creek” for the name “York West”.
