Some sources suggest that Coalition forces effectively controlled Zakho after arriving on 20 April 1991. I see you've made major changes to the article, my concerns are primarily in you underscoring Kurdistan Region's substantial autonomy, including by adding in content from the year 2014. I disagree with the claim that it enjoys substantial autonomy. I would like to inform you, in case you are not aware, that KRI's status has significantly changed in the last decade. Here are a few sources for this claim: Baghdad Squeezes Kurdistan Region on Legal and Economic Fronts, Prompting Crisis Erbil-Baghdad relations: Twenty years since the regime change The Rise and Fall of Kurdish Power in Iraq

All of these sources underscore how KRI's autonomy has decreased.

Here is a list of authorities KRI does not possess anymore (but it did before):

1. The right to export oil/gas and the right to control the oil/gas industry. Even though these are two separate authorities, I've morphed them into one for convenience. Since the International Court of Arbitration ruled in favour of Iraq in 2023, KRI has been unable to export its own oil. This led to even more trouble for KRI, when Baghdad not only demanded the exclusive right to export KRI oil, but the right to full control over oil business contracting in KRI, which they eventually succeeded in, leading to Baghdad effectively owning the oil/gas industry in KRI today. Exploration, management, production and exporting of oil/gas is conducted by the government of Iraq today, de jure and de facto, by SOMO and by North Oil Company, and North Gas Company. This has lost KRI its control of over 90% of its economy. Quite a loss of authority, don't you agree?
2. The exclusive right to pass laws within KRI. Kurdistan Region Parliament does not have exclusive authority to pass laws in KRI anymore. Since 2023, the Federal Supreme Court of Iraq has had the authority to amend Kurdistan Region's legislation, something that the Kurds at the time interpreted as FSC becoming a kind of legislative authority for the KRI (superseding the Kurdish parliament). This led to an outcry at the time and is surely something someone well-versed with Kurdish issues would be aware of.
3. The right to keep its revenue (oil and non oil). Kurdistan Region is not entitled to its share of the federal budget without providing Baghdad all of its revenue. In other words, KRI does not have the exclusive right to keep its revenue anymore -- something it did before. The demand is not something new, and existed before as well, however, because KRI cannot today survive economically without the federal budget (due to losing authority number 1), which means KRI is today forced to provide Baghdad with all of its revenue, de jure and de facto.
4. The right to its own laws. This relates to the aforementioned, since 2025, KRI has been forced to implement Iraq's pension law.

A reduction in the Kurdistan Region's powers over the past years does not mean it no longer enjoys substantial autonomy. "Substantial autonomy" does not imply full sovereignty over all economic and legal domains. If it did, very few autonomous regions would qualify. What matters is whether the Region continues to exercise meaningful self governance in comparison to other autonomous regions, and it clearly still does. By comparison, regions such as Catalonia or Scotland lack similar powers in some areas, for example they do not have independent security forces, yet are still described as autonomous, which supports characterizing the Kurdistan Region's autonomy as substantial.

The developments you mention, particularly since 2023, do indicate a significant erosion of authority in areas such as oil policy and fiscal independence, and that is already partially reflected in the article.

Additionally, I refer to WP:NPA, as the statement "this is surely something someone well-versed with Kurdish issues would be aware of" is not appropriate for a Wikipedia discussion, as it shifts the focus from content to the contributor and can be interpreted as a personal remark about competence. Not to violate WP:CENTRAL, but I did want to say FWIW that the article truly reads great and the topic is clearly well researched 😄 I just don't believe these two need to be split into separate articles, hence the merger discussion. IMO a reader wanting to learn more about what's going on between Iran and the Kurds probably isn't interested in just the politics or just the fighting, but want the whole picture if possible (especially if they don't know to look for a second article).
