Please do not try to add "new" materials to the LEAD of any article, as you did at Cattle.

The lead is only a summary, and must not contain anything that is not already in the article body.

Further, we do not need to list individual states and countries in the lead: it is a summary, not a comprehensive list, and it would be WP:UNDUE to devote so much space in the lead's limited compass to any one issue. The article is about the animal, and 'Culture' is already a side-issue; you are trying to emphasize a legal aspect of culture, which is a side-issue of a side-issue, i.e. inappropriate. You have now made repeated attempts to insert your Point of View into the lead, contrary to policy; any further disturbance of the lead would constitute Disruptive Editing.
